Constitutions & By Laws

1. Name of the society and its journal

The name of the society shall be “Rajasthan Society of Extension Education” and its official journal as “Rajasthan Journal of Extension Education” from 1991 (Amended vide general body meeting of 12th August 2002).

2. Objectives:

The main objectives of the society shall be to promote the cause of Agricultural Extension Education, Home Science Extension Education and allied extension disciplines including other behavioural sciences in all their aspects. This shall be achieved:
  • a. By publishing a journal and other publications with a view to disseminate scientific knowledge and technical know how.
  • b. By encouraging original investigations.
  • c. By holding seminars, symposia, conferences, workshops and other related activities to encourage exchange of information and to stimulated national and international cooperation at different levels.
  • d. By making required efforts to create facilities for promotion of extension education in the country with special reference to the state of Rajasthan.
  • e. By promoting original research work, case studies and popular articles on aspects related to agriculture extension education and other allied extension subjects.
  • f. By recognizing, awarding and felicitating the renowned agricultural extension scientists working under different Government and Non-Government organizations.
  • g. By undertaking various development and research projects from different funding agencies of Government and Non-Government Organisation and also to provide the consultancies to various agencies for dissemination of technologies generated by SAUs and ICAR institutes.

3. Head quarter:

The headquarter of the Rajasthan Society of Extension Education shall be at Directorate of Extension Education Maharana Pratap University of Agriculture & Technology, Udaipur (Rajasthan) or Department of Extension Education, Rajasthan College of Agriculture, Udaipur or at any appropriate place in Udaipur approved by the General Body of the Society.

4. Membership:

Membership of the society shall be opened to all persons interested in extension education, agriculture extension, Home Science extension education and other allied disciplines of extension and social services. There shall be following classes of the members:
  • a. Life members: Any person can become life member of the society by paying prescribed life membership fee in one installment at the time of registration. The life membership fee is subject to renew from time to time as per the decision of general body meeting.
  • b. Life member institutional: Any organization like institution, universities, departments, corporate, industrial houses, libraries, public trust and other organization can become the life member by paying the prescribed fee which is also subject to change as per the decision of the general body meeting.
  • c. Honorary fellow: Life members of the society, who have made outstanding contributions to extension education and who are renowned in this discipline will be elected as honorary fellow by 2/3 majority of general body.
  • d. Patron: Any organization can become a patron of the society by paying Rs. 10000/- or more in one installment. The patron shall enjoy all the privileges of regular members, except the voting rights.
    The fee structure for life membership of rsee is as follows (As amended vide general body of 12th August 2002).

5. Subscription:

The financial year of the society for the purpose of accounts will begin on 1st April to 31st March. The life members will be provided the copy of the journal without any subscription fee. In case anybody wants to subscribe the journal for a temporary phase, the subscription rates for journal will be as follows:

The subscription rates shall be subject to revision as per the decision of the general body meeting.

6. Publication:

The Rajasthan Journal of Extension Education shall be an annual official publication of the Rajasthan Society of Extension Education, Udaipur (Rajasthan), which shall publish original research paper, reviews, case studies, research note and popular articles on aspects related to extension education and allied behavioural sciences. The papers submitted for publication will be thoroughly reviewed, scrutinized and edited by the editorial board and by the approved reviewer. The final decision of inclusion of the paper will lie with the Chief Editor (Editorial Board) who can accept or may not accept the paper without assigning any reason for acceptance/ non-acceptance. The printing cost of the papers will be borne by the contributors of the papers. The printing cost will be charged @ Rs. 400/- per paper/note from the contributor in advance (As amended vide GBM 12th August 2002). The general body of the society shall revise the printing cost annually as per the increase in printing of the journal. A paper will be accepted for publication when it is ensured that all the contributors of the papers are the life members of the society. Secretary or Chief Editor will make all correspondence regarding paper to the Ist contributoror the contributor in touch of the paper. In no case, paper will be published if any of the contributors is not a life member of the society.

7. Management:

The constitutive bodies of the society shall be: (a) General body (b) Executive council and (c) Editorial Board.

  • a. General body:
    The general body shall consist of all the life members and patrons (patrons shall not have any voting right). The general body shall decide the general policy of the society. Normally the general body shall meet once in a year. In any emergency, however a meeting can be called if (i) the executive council feels it necessary by majority, or (ii) more than 50% life members desire so. The main purpose of the general body shall be to consider, approve, amend and/ or recommend reports on the working of the society submitted by the executive council, to approve the financial report and revise the membership fee, printing charges and other sources of money inflowing. At least 15% of the total members of good standing shall form the quorum for the annual general body meeting. If the quorum is not fulfilled, the meeting will be adjoined and would be reconvened after some time in the same way.

  • b. Executive council:
    The executive council shall consist of the following with tenure of 2 years. The office bearers of the executive council will be exclusively from the discipline of the Extension Education and allied extension disciplines.

    Members

    The executive council shall meet at least twice in a year or at the request of one-third members of the executive council. The Secretary and the Treasurer shall be elected from headquarter of the society. The main duties of the council are as follows:

    • (i) To execute the policy of the Society as approved by the General Body.
    • (ii) To manage the affairs of the Society and frame such regulations as may appear to them conductive to its better administration and growth.
    • (iii) To recommend to the General Body the place and date of General Body meeting.
    • (iv) To appoint auditors to audit the accounts of the Society.
    • (v) To submit additions and alterations to the Constitution and Byelaws of the Society for approval by the General Body.

    Four members will form the quorum for the Executive Council meeting.

Duties of the office bearers:

  • (i) President:
  • (a) He/she shall preside at all the meetings of Executive Council and General Body.
  • (b) He/she shall ensure that the policies of the Society are executed in the right direction.
  • (c) In the event of equity of votes he/she will have a second voting right.
  • (d) He/she represents the Society on all ceremonial occasions. In his/her absence, he/she shall be represented by the Vice-President or he/she shall have the privilege to nominate another member at such gatherings. The Society, however, will not bear the T.A. and D.A. expenses.
  • (e) In the absence of any rules or regulations on any matter his/her verdict will prevail till the Executive Council takes decision.
  • (f) He/she can call the meetings of Executive Council at any time.
  • (ii) Vice-President:
  • The Vice-President shall have all the rights of the President in his/her absence.
  • (iii) Secretary:
  • (a) The Secretary shall perform the duties usually devolving upon this office.
  • (b) He/she shall be elected from the Headquarter. In case of transfer or resignation the Treasurer shall take over the charge till the Executive Council elect his/her successor.
  • (c) He/she shall convene all the meetings of Executive Council and General Body and on behalf of the Executive Council shall present the report.
  • (d) He/she shall prepare the agenda for the meeting of Executive Council and General Body.
  • (iv) Treasurer:
  • (a) He/she shall be elected from headquarter.
  • (b) He/she shall be the incharge of the funds of the Society and shall do all transactions for and on behalf of the Society. He/she shall operate the accounts jointly with the Secretary.
  • (c) He/she shall maintain the accounts of the Society and shall present the audited accounts for the year under report and budget estimate for the ensuring year at the annual meeting of the General Body for approval which would be audited by the approved auditor (C.A.) appointed by the executive council and approved in General Body Meeting.
  • (C) Editorial Board:
  • The Editorial Board shall consist of Editor in Chief, Executive Editor, and minimum of four members elected by the Executive Council. The Secretary shall be an Ex-officio member of the Editorial Board. Editorial Board shall be responsible for publishing a journal and other reports. Editor-in-Chief shall be elected from any where in the country and he/she is authorized to invite or to reject any article for publication for and on behalf of the Society. The Executive Editor shall be elected from headquarter of the Society.

8. Amendment to the Constitution and By laws

The above rules can be amended at any annual General Body meeting by a three-fourth majority of the members present provided the quorum is complete. For this, 10% of the total members of good standing shall form the quorum. Voting at meetings of the Society shall be by show of hands unless a meeting decides, that a secret ballot should be taken. Amendment may be proposed by any regular member and must reach the Secretary in time for circulation to all members of the society ordinarily at least one month before the General Body meeting.

9. Elections:

The nomination received for various positions will be screened by the Secretary, Treasurer and two local members.
All election to the office shall take place at the annual meetings of the Society. The interim vacancy, both in Executive Council and Editorial Board shall be filled up by the Executive Council.
Members contesting elections for the positions of President and Vice-President should have been members of the society for at least 10 years continuously. For other positions, a minimum of 5 years continuous membership will be required (amended vide General Body Meeting 12th Aug. 2002).

10. Interpretation of rules and regulations:

Any difference in opinion regarding the rules and procedure shall be referred to the Executive Council. Their decision shall be final.
